Yes, it's just Xml, as you know, that won't be displayed by a browser but can be translated into meaning by another client - in this case Microsoft Office.
Try copying and pasting a chunk of text with those tags into MS Word and see what happens (select 'Keep source formatting' when pasting into word). Hopefully that will reveal something useful!
