You can do that with Google docs. You upload a ppt file and it will convert
it to a html presentation. After that you can publish it to web and google
with provide a URL to the converted document.

The conversion is not always 100% and often needs tweaking.

I was reading that Google has an API for Goggle Docs, so you could probably
automate the process.
