Well it's pretty cut and dry actually. They want developers to be able to produce software quickly. Whichever development environment you feel the most comfortable with is more likely to produce results the fastest.
I personally love Flex, so that's what I choose. Other people aren't as big of fans when it comes to Flash content so they would more likely go with Ajax...
