I'm not sure how it was fixed, but it's working properly now.  I *may*
have been because I was connecting to the public interface on Exchange
and didn't have my gateway's IP address allowed to relay.  However, that
doesn't explain why I could relay to a single recipient but not multiple
recipients. I don't think I made any other Exchange changes other than a
couple of reboots (SMTP service wouldn't come back after starting it).
I'll do as you suggested and get more detailed logging for SMTP.  Thanks

In the IIS Admin you can increase the logging for the SMTP service (the 
defaults are rather useless). Then you should be able to see if the 
message got relayed elsewhere or not. If it didn't see
