Doesnt access have a 'save to XML' function?   If not, Excel and SQLServer do.

So you could either export it to a humungous Excel file, give it a
named range and save the range to XML format  or you could export it
to a SQLServer table,  then use SELECT FOR XML to create your XML that
way.
