Tried that, didn't work...

What did work:

I moved my "VirtualHost" descriptions to the bottom of the conf file, and
added this right before it:

<Directory "C:\wwwroot\site1">
      AllowOverride All
      Order allow,deny
      Allow from all
</Directory>
