About Greg's sugestion: where to_char(date_column, 'yyyy') = '2008'

This will only work if you're not dealing with a big table, since Oracle
will have to transform all values in the date column to a char for each
record in the table.
That can take some time, and I don't think it's needed.
If you use my approach, it's comparing dates, not chars.
