back in the days of C/C++ we used to do this with header files all the time.
inside the included file do:
<cfif isdefined("include_myfile") is 0>
<cfset include_myfile=1>
<!-- do all your foos here --->
</cfif>
that way you won't have to do cfif logic in the parent includer files.
