If you're running Win2K, you can't reinstall MDAC to my knowledge.
Installing CF on Win2K sometimes breaks ADO for ASP, so having OLEDB broken
too doesn't surprise me. Unfortunately, sometimes only a Win2K reinstall or
update will fix it.
