If I used a table, it would look like this:

<table>
<tr>
        <td>link 1</td>
        <td>link 4</td>
        <td>link 7</td>
</tr>
<tr>
        <td>link 2</td>
        <td>link 5</td>
        <td>link 8</td>
</tr>
<tr>
        <td>link 3</td>
        <td>link 6</td>
        <td></td>
</tr>
</table>

Whereas the UL method like this:

<ul>
        <li>link 1</li>
        <li>link 4</li>
        <li>link 7</li>
</ul>
<ul>
        <li>link 2</li>
        <li>link 5</li>
        <li>link 8</li>
</ul>
<ul>
        <li>link 3</li>
        <li>link 6</li>
        <li></li>
</ul>

So it's a little lighter, codewise, plus ULs and LIs are MEANT to display
lists of things while tables are not.
