No. It's a security hole. Imagine being able to pre-fill it with C:\my documents\sensitive file.doc and then hiding the form field so they never even knew about it. You could upload any file you wanted from your user and all they would need to do was submit the form. Well, heck, you can automatically submit forms with JavaScript anyway...
