With the extensions of RFC 2388 the HTTP protocol is perfectly capable of allowing a user-agent to upload an entire directory in one HTTP post. The choice not to implement that functionality in browsers is one made by browser vendors. Any inquiries as to why they made that choice should be directed to them.
