Don't use it as a UDF. You can just use the logic of the UDF in the onRequestStart code. Or keep it as a UDF, and call the UDF from onRequestStart.
Don't look at it as just a cut and paste solution. You need to understand _what_ the code is doing here. If so, it will make more sense how you can use it in Application.cfc.
