I know what you mean (I work in a Uni too), but it's really not too hard to
organise as far as the technology goes:

1) Get cert from DigiCert
2) Install it

The cost is reasonable and it solves so many issues; we were able to combine
a wildcard cert for our prod servers with wildcard DNS for our dev and test
servers to cut down our workload and costs dramatically. We can create a new
site with SSL on its own subdomain and matching dev and test sites in about
5 seconds with the touch of one button.

I have a solution for world poverty too, but that's OT :-)
