The technote works if you have a default Windows configuration (since you say administrator account I presume Windows). It actually gives to many permissions to the new account, I typically restrict it a lot more: http://jochem.vandieten.net/2008/04/06/windows-file-permissions-for-the-coldfusion-account/ Anyhow, to debug you problem check your *-out.log and if that doesn't have anything check the permissions on your *-out.log.
