Reverse will reverse the whole string, not order of the list.
Do something like this:
<cfloop index="i" from="#ListLen(Cookie.LastVisited)#" to="1" step="-1">
<cfset CurId = ListGetAt(Cookie.LastVisited,i)/>
<!--- TODO: lookup/output product details. --->
</cfloop>
