There really isn't a good way to do it. You are looking for the "Insert" panel.
If you view that, you can hide the button labels and make the panel wide. However, you can't make the panel short (height) enough to simulate the DW8 button bar. Switch to the CODER PLUS workspace to find it. Personally, I would create a snippet/keyboard shortcut to wrap selected text with a CF comment.
