The OP asked for a way to protect PDF. I think it is disingenuous for you to present the solution your company offers as an answer to that without even mentioning that it is not PDF anymore and when others point out your solution for what it really is try to convince the OP he doesn't want PDF. On mailinglists people will frequently give the answer they think the OP needs instead of the answer the OP wants (I have been known to do that). I think you just described Adobe LiveCycle Rights Management. You forgot to list affordable as a requirment though, so most likely LiveCycle is not a good solution for the OP.
