I can use some advice please.

I am working with a client that has been running CF5 enterprise since before
2000. They had one site running on a 10 server farm on NT4 and they were
all licensed copies obviously. They used Cluster Cats for Load Balancing
successfully for years.

Their other site had 3 server running CF5 enterprise. Only 1 server was
public and the others were the dev server and an internal administration
server. They want to move to a lb site with 2 server using Radware units
they own already. I was hoping they could use CF8 standard with Radware.

They implemented one CF8 standard server for the smaller site and migrated
their code successfully.

Now they want to use the DEV version but say that one user is not acceptable
for a development server. What do most companies do when they need a dev
server for CF8 was the question I am being asked. I assumed that if one
user is not enough they buy a copy. They also have the internal admin
server which they also thought a dev server would suffice.

For the larger company they have moved to a 2 server DNS round robin farm
still running CF5 but now on W2003. The site is faster because of the
hardware improvement,

I know there are Railo and other solutions but I do not think that is a good
option for them especially as a Windows shop.

HELP please any ideas.
