I'd start with the web server, make sure it's configured the same as production. Then look at CF's mappings and ensure they're the same. If you're lucky (using Apache on Linux) you can probably just check the server config out of version control and use it as-is. Same goes for your CF config, if you store WEB-INF in you project (which you should if you run your own servers).
