Thanks for the replies. I have it figured out. I will create a PDF with a bookmark in it using <cfdocument? and put it in the right order spot when I merge all the documents together and make sure that bookmarks are set to yes. To ensure that the other PDFs do not have any bookmarks I will do a merge with <cfpdf> and bookmarks set to no when the file is uploaded.
