yes, mapserver would be my first choice for a free "host your own" web-based 
spatial data server. it has many options that allows you to be pretty flexible 
in how you build out your front-ends ("simple", WMS, tiled, etc.). it's 
community is pretty active & by & large friendly. there's even a pretty good 
mapserver CFC around (though based on a fairly old version of mapserver).

my 2nd choice (but not that far behind mapserver) would be geoserver:

being java based it has some interesting hooks for cf developers. has web-based 
management, an active community, excellent docs & seems to improve pretty 
regularly. if you do go this route, you should also have a look at geowebcache: 
http://geowebcache.org/

if you can get your spatial data into KML, google maps, especially now that it 
has a flex API, would be a nice choice as well. having somebody else manage the 
data, etc. is usually not a bad idea.

their flex API is pretty nifty & after all ESRI's the granddaddy of GIS. but be 
aware that ESRI tends to ping-pong about w/their "free" services. a good
