It's a bit of both. The OS only really determines the "default" newline marker 
(see Will's reply), but software is not restricted by the newline setup of the 
OS.

These days, every app worth using supports at least just LF (the exceptions 
being rubbish/obsolete Windows programs), but most Windows programs (and users) 
still insist on defaulting to CRLF when there is absolutely no need.
