"Flat file" is a type of database. Many flat file databases support SQL at some level. You should really clarify what the client is requesting here. If they are specifically requesting a flat file database instead of a relational database then there is a good chance that they have a specific product in mind. If you meant to write "text file" instead of "flat file" then you should clarify that in your question since a text file you create yourself is very different from a flat file database product that might cost thousands of dollars.
