It just stopped working on the production server after connecting for almost 2 years. I switched to the UPS development URL (https://wwwcie.ups.com/ups.app/xml/Rate) which does not give the Connection Failure, but this is just temporary. I did not have to install anything on the development server. To ensure that the name resolution works, would you suggest just opening the URL in a browser on the server??
