Sallie Mae uses something like this during their online loan 
application.  At one stage they show an iframe which loads a PDF 
document which just contains a special code.  Then, on the page with the 
iframe, there is a form where you enter the code in.  This proves to 
them you have the ability to display the PDF document properly.  Then, 
on the next page, they do the same thing with the embedded iframe which 
loads a PDF of your actual loan documents (or in this case it could be 
whatever content you want them to read.  On that page they have the 
"yes, I have read and agree to the terms, blah blah blah" checkbox for 
you to submit.
