This could totally be done in AIR. As for which method you should use, it really comes down to which you're most comfortable with. I've written one Flex app, and one HTML/JS app, and I'm in the middle of writing a 3rd app done in HTML/JS. For me, it's easier since I'm far more familiar with HTML/CSS/JavaScript.
But it's really personal preference.
