Permissions did turn out to be the problem.

I didn't check the individual js files until now.
The individual files had somehow lost the guest user account
permission.  The folders still had the right access, but not
the individual files.  Must have happened during the FTP
transfer.

Well, at least now I can go to sleep knowing my client won't
get to work tomorrow and be unable to access their site...not
a good way to start the week.

I suspect that the permissions aren't set properly on those JS files.
