I've got CF server 7 and CF server 8 running on just fine on several XP
boxes with IIS and even a couple of Vista boxes with CF8. This does not
sound like an IIS issue. 

You may want to consider restarting. First, remove CF completely. You may
even want to remove IIS and re-install. 

Before you install CF again, be sure that IIS is up and running as a local
server and that it actually serves up a default  html doc. If it does,
verify that no CF services are running then re-install CF.

I've done this many times and it usually goes pretty smoothly if you do it
in the right order. Get IIS up first, then from a clean environment in which
NO CF is running and IIS IS running, install CF again.
