That was on CFC-Dev, and I'd like to think it was a joke.  He said he was
90% done with the search engine because he had completed the front end
(which one would imagine consists of a text input and a submit button).

Then yeah, I think the rest of the plan was to store all of the data from
the internet in RAM :)
