I don't know. I don't work for Amazon or any company that does this (I
used to work for a few companies that used to, but not in awhile, so I
don't know if they are still doing it).

I would. Otherwise, you are lying to your customers and that is never
a good thing.

For new sites with not much history, I would let the site show them
that. "Not enough data has been captured yet for this feature" is a
nice placeholding text. :)
