Because then thousands of files will have different names and all the 
links, internal and external; bookmarks, search engine records, 
published in printed materials, etc will not work.  Unfortunately this 
is for a site that has existed for nearly a decade and such a radical 
change is a *HUGH* deal and requires buy-in from people nearly up the 
Governor of California.

Changing the server to process html files with ColdFusion is a 
possibility, but still one that requires a good deal of approval, 
testing and implementation planning so is not going to happen immediately. 

I am just looking for something quick and easy so that it is easy to 
visually and immediately tell at a glance if one is looking that the 
staging version or the production version of the web site.
