Gonzo, I am assuming that you are referring to the 'browser' tabs as opposed to a tab in a cfajax element.
The control over that part of the browser is only available to the computer user. There is a setting in most of the browser with tabs that I have looked at, that allows new windows to be opened in a tab rather than a new window. This is part of the 'sandbox' control of the browser. That invisible line between what a website can do on a computer and what it can't do.
