I solved the problem.

First, I uninstalled CF8.

I then back to Control Panel > Programs > Turn Windows Features On or Off
and went to the IIS settings and checked every box available.  I had left
some
boxes unchecked, such as ASP.NET, thinking I didn't need that.  But to be
safe,
I checked them all this time.

Then I went to http://localhost in IE to make sure I could see the IIS 7
graphic.

Next, I reinstalled CF 8 in single server configuration.

CF Admin came right up and all mappings were in place.

Give that a try and see what happens.
