Hi Chris.  Our application (see www.citysoft.com) provides this kind of
functionality.  It's CF based, but not free unless your client qualifies for
our donation program (www.citysoft.com/donationprogram).  I expect you might
need to tweak it a bit to meet your exact requirements, but the scenarios
that you describe below are pretty well covered.  Feel free to contact me
