If you have the admin credentials but not mapped access to the administrator you can use the Admin API ( http://livedocs.adobe.com/coldfusion/8/htmldocs/help.html?content=basiconfig_37.html ) to modify the debugging IPs and settings. But if not the real solution is to contact whoever's server you're using and have them enable your IP.
P.S. It's a lot more fun to develop on developer edition off of your workstation and do your debugging that way.
