There would be a maintenance issue on such a database too, since there
are so many changes all the time.   You'd want to either be prepared
to keep updating it yourself,  or look for some kind of subscription
service.

And dont forget to provide for countries that have no
subdivisions/provinces/states such as New Zealand, Fiji, Hong Kong,
East Timor, and many of the tiny European principalities.

It's amazing how many times I see forms that require totally
inappropriate things for the countries they're being directed at.
For example requiring phone numbers in US format (xxx) xxx-xxxx   or
requiring two character state abbreviations (NSW translates to NS in
that case).  Then there's the ones that insist on a 5 numeric zip
code,   but a quick look at a Canadian or UK address will tell you
that you can't fit their post codes into that format.

Once (years ago) I even had a Hewlett Packard site demand a US social
security number, for some software i was trying to download in
Australia on an international form!!  I had to phone my brother in
Indianapolis and ask him for his number so I could complete the form!
