If you like, I can probably send you a canned .ipsec file offlist which you can apply without having to learn the awful IP security policy interface. Frankly, I'm surprised you haven't had other problems, with SMB/CIFS exposed to the public. You may want to make sure you're not hosting any tentacle porn, etc. It wouldn't have to be web accessible, either, so you should probably check, well, everything.
