For handwritten forms, you generally must use data entry to make them electronic. There is too much variance in handwriting to ever make it suitable for OCR. You should consider either having them all typed in, or store them electronically and just create a database with enough meta-information about the documents to allow searching. I guess it depends on what the company needs to be able to search by.
