I see several people have replied to this already. I wanted to add that any company maintaining a list of IPs and locations has to do quite a bit of maintenance to keep them up to date and accurate. Because of the effort required, generally speaking the more you are willing to pay, the more accurate it will be.
Personally, I have found many of the free location databases and services to be quite inaccurate. If your client is doing anything serious with this you should definitely consider a paid service.
