I was never able to satisfactorily solve the problem on our server. It didn't happen with every scheduled task on the server, only one, and even if we changed the time that the task ran, it didn't matter. It would run once and then immediately run again. We just ended up setting a cron job to run the task instead of the scheduled task in CF.
