I would build it with nested tables and a simple input object that swaps the value with an input on click or double click and has a button input that saves/updates via ajax. If you needed to add a fiscal year on the fly, build an object that creates the new rows and columns in DOM. If this is all foreign geek talk, use CFGRID.
