I'd definitely download it & upload it again when the site isn't busy,
if possible. Make sure you know exactly what steps you have to carry out
& how long they will take. Do a dummy run first.
A variant of Murphy's Law says that DBA operations only go wrong when
you're working directly on live tables.
If you don't want to lose data, you're going to have to lock people out
of that part of the site. You could code in a temporary message explaining
what's happening.
