Got it! Add:
<error-page> <exception-type>java.io.FileNotFoundException</exception-type> <location>/404handler.htm</location> </error-page> to: /JRun4/servers/cfusion/cfusion-ear/cfusion-war/WEB-INF/web.xml and restart services.
