So it was a workspace created by something other than ColdFusion Builder? That's probably why it doesn't have any of the settings. You _might_ be able to apply the ColdFusion project nature to add those settings in... right-click on a project in the 'bad' workspace and select Apply CF Nature. If that does happen to work, you'd probably need to do it for each project in that workspace.
