You can install just the Enterprise Manager using the SQL Server Install CD. I believe you choose 'install server', then 'install only server tools' or something to that effect. As I understand it, if you have CALs for SQL Server, then you are allowed to install Enterprise Manager on those machines. I'm certainly no licensing lawyer, so if anyone knows otherwise, let me know :) I still had trouble connecting to a SQL 2000 server from a remote machine; however.
