Never saw the issue myself. You know - as fast as CF is - there really is no reason to be doing this on every request. When you've made the watermarked version, you should save it. In fact, I'd just do a one time script to generate them and then dynamically pick from there.
Also - I'd consider adding a cfheader above the cfcontent.
