I think your syntax is wrong.
You have:
<CFIF CGI.Remote_Addr is "200.00.11.99" or "200.00.13.99">
But, try:
<CFIF CGI.Remote_Addr is "200.00.11.99" or CGI.Remote_Addr is
"200.00.13.99">
That will work for sure.
