A cookie might be the easiest way, session variables wouldn't be much
harder.
Setting a cookie with a timestamp after they login would give you a login
time that expires at midnight of that day. Then in you header check to see
if 60 minutes have passed by. If so give them a message that they have
exceeded their timelimit and set another cookie that expires at midnight
that signifies that their time online has been exceeded. Your login program
should then check for the existence of the timelimit cookie, and see how
long they have been online.
