Brooke, Excuse me if this is a blind alley but the CF 8 docs state:
ColdFusion 8: Added support for encryption using the RSA BSafe Crypto-J library on Enterprise Edition. Perhaps you're not running CF Enterprise and possibly this is not relevant to your needs.
